I agreee, definitely not cheap and it will be a good thing for developpers to find any 
substitute if any... But for those who wants to have a "feel" of .net with visual 
Studio with the Beta or upcoming softwares, It's available as a free 60 days 
evaluation at http://msdn.microsoft.com/vstudio/productinfo/trial/default.aspx

You might look at the Microsoft Empower Program:

You have to commit to develop some .NET stuff and say you did. You get 
then all of the .NET stuff and all of the 2003/XP stuff, support and so 
on for around 400-500 USD ....

However you have to tell them almost everything up to your grandmothers 
maid name ...
