Well, it might not make much sense to other people, but what we've done is buy a subscription to MSDN. The lowest level that will get you VS.NET is the Professional, which looks to be about $1200 with a $900 renewal. This also gets you a license for ALL of the operating systems, and other things. Check out http://msdn.microsoft.com/subscriptions/levels/default.asp for what each level offers. You can get SQL Server, Office, Visio, Project, and even MapPoint, if for some reason someone wants a limited GIS software package ;)
Just a suggestion. With all of the software available, MSDN seems worth it to cut costs.
