Being only a newcomer to MapInfo and not being a programmer, I would be interested to 
know if anyone has developed a utility which can be called from within MapInfo and 
will execute the following in relation to satisfying the area criteria for bay closing 
lines set out in the UN Convention on the Law of the Sea (LOSC):

* given the coordinates of manually selected bay closing line terminal points, the 
distance between which cannot exceed 24 nautical miles, compute (using spherical 
formulae) the area of the semi-circle constructed on those two points;
* compare the computed semi-circular area with the area of the polygon enclosed by the 
provisional bay closing line defined by the two manually selected terminal points;
* if the area of the polygon is greater than that of the semi-circle, then the bay can 
be legally closed in accordance with the provisions of Article 10, LOSC; and
* if the area of the polygon is less than that of the semi-circle, the bay cannot be 
closed.  Enable the option which will allow the selection of two new terminal points 
and then repeat steps 1, 2 and 3 above.
