See, it doesn't tell you any of this in the help file.  It just says:
 
Dialog  
            .
            [ Calling  handler ] 
               Control  control_clause 
            [  Control  control_clause . . . ] 
            .
handler  is the name of a procedure to call before the user is allowed
to use the dialog; this procedure is typically used to issue Alter
Control statements
 
and
 
Control  CheckBox  
            .
            [ Calling  handler ] 
            .
handler  is the name of a procedure to call if the user clicks on the
control
