This is a FAQ and you should be able to see a lot of answers to this.

To sum though the user cannot control the draw order of objects. Also the draw 
object can change as more objects are added and internal rectangles of data get 
split in maintaining the spatial index.

If you want the points on top then you need two layers. You can either split 
the one to two selects, or once and for all divide them and maintain two 
seperate tables. The latter will be more efficient as maintaining two 
selections will take some overhead.
