MI-L universal translator woes.

I am sure that this problem has been discussed before, but I can't find 
reference to it, except to someone else having the same problem in version 
7.5. I am using 7.0.

I am trying to export from universal translator to microstation and I get 
an error
Translation failed - No specified layers in MapInfo Dataset.

I thought it was a file path problem (eg. DOS names) so I put them into a 
short directory with short names, but no impact.  The problem also occurs 
with DXF and DWG.

I can go to DXF using the straight export function.

Any pointers?
