Yes, it is possible: Generally use this formula on all coordinates:
x_new = x_old + resize* (x_old - x_center) where resize is computed in advance for each arrow based on maximum distance between any 2 coordinates of the arrow and the required final size of the arrow. But you have to do some programming: Either mapbasic or export the table to a MIF file and process that one in your favourite programming langauge.
