I would say that ArcGIS (ArcView ver. 8 and 9) has better CAD-Like
capabilties.  
We have both here, but I still prefer using MapInfo for the bulk of our work
load.

Seeing as it is Friday, I thought I could ask a general question regarding
how MapInfo compares to other GIS formats. I am quite green with all things
GIS, having dabbled in it for last 4 years and only really using it
frequently in the last couple of months. I have been using AutoCAD for over
15 years and find MapInfo's drafting/display capabilities quite limited. I
appreciate that MapInfo is not a CAD package and does not require all of the
bells and whistles that come with AutoCAD, but is there any other GIS
programs that are ahead of MapInfo in this respect?
