I've had some success using modified workspaces to do this.  The
trick is to create a workspace with just the layers you want and
styled the way you like, and then change a few things in the
workspace file so that when you open *that* workspace it will
display the layers in an existing window all styled properly.

Specifically I change the line in the workspace that says:

Map From ...

to

Add Map ...

and I get rid of the Set Printer statements (because usually the
previous workspace that open the map would have set this.) Then I
save the modified workspace with "_view" included in its name to
remind me that it's not a standard workspace.

Where this is useful is when I'm making regional maps in a state.
I have a transportation layer with all the various classes of
road styled and a hydrology layer, etc. So I can say, start by
mapping fire stations and district boundaries (i.e. specific
local features) and I make a base map workspace of that. Then I
can add my complex layers in the form of these "view" workspaces
resulting in each of them preset to my standard map styles for
those themes. When I've added just the layers I need, I can then
make a workspace out of that, and I can then recall the whole map
anytime I want.

This gives me the ability to mix and match themes as groups
rather than as just single layers, and provides an easy way to
standardize map themes.
