Thanks to all the responses. Everyone pointed me to the OS Boundary Line product, which is available to me through the SLA. However, according to the OS website some of the changes to wards in districts in Greater Manchester will not appear until the October 2004 dataset (even though they are being used for the forthcoming elections) so I was sort of hoping for another avenue..
