I am using GDT ZIP4 points and I have a table that contains ZIP+4s.
The GDT table contains about 560,000 records representing about 1.1 million
ZIP+4s.  This occurs because a single geographic point can represent
multiple ZIP+4s.
Those records that represent multiple ZIP+4s contain a ZIP4 low and
ZIP4high.
How do I join the records that fall within the range, but are neither the
lowest value or highest value?
