Bridin, surely the best solution is to create a fake map called say Gen_legend that contains all the possible map objects for all possible layers, you can then either draw it so that it looks 'like a legend', or you can make a cartographic legend from it. if you are trying to build an all encompassing thematic legend, then you make maps with fake data that cover all the outcomes too.

I can save both the map and the legend and join them using graphics software and they match. But it has to be available to view in MapInfo as well as be printed?!
