GML is the standard that Ordnance Survey supply their MasterMap data.

There are a number of translators readily available, which include the
Integrated Transport Layer (ITN) that you refer to.  

For maximum flexibility in using this data on PDA's (www.handygis.com)
we use translators from BY Design (www.mapsbydesign.co.uk)  You will
find that BY Design offer a number of products that I'm sure will
address your requirements.
