Rotating circles is quite pointless unless you do the hula-hoop but joke 
aside,
yes, look for 
rotary-181.zip 
at the www.directionsmag.com 
which I believe will do part of what you ask for.

A point of caution though, circles and ellipses can be considered as map 
or layout artefacts which can be liberally moved about.
Regions, on the other hand, can be representations of real entities and 
great care should be exercised before rotating or displacing such objects.
