The raster to vector application from the UN was Mapscan. Evidentally, the
division that produced the application has since split or been consumed into
other UN divisions. 

Mapscan could previously be obtained from:
http://www.un.org/Depts/unsd/softproj/index.htm according to the user manual.
But that URL is now dead and the site is located at the United Nations
Population Information Network: http://www.un.org/popin/

The user manual also referred to the United Nations Statistics Division:
http://unstats.un.org/unsd/default.htm

It was indeed free, appeared to be built well, but personally, I was not able to
get it to work correctly. Mapscan was an addon or enhancement to an older map
database program named Popmap produced by the UN.

Also, try the UN website. I got a piece of software there a few years ago which
was developed by/for?? them and worked quite well. But it is lost somewhere in
the bowels of this computer. It worked well, a bit cryptic to figure out but it
