Hi, No - there's no way to organize the drawing ordering of objects in a map layer. There's plenty of posts on MI-L about this, including a thread recently where Eric Blasenheim from MapInfo corp discussed why this isn't possible.
If your smaller polygon should lie inside, but not overlap the bigger polygon then you need to erase it (Objects > Erase etc). If the smaller polygon really does overlap, then to control redraw order you need to either reclassify your data (ie. the overlapping area is a separate, non-overlapping polygon with combined attributes of bigger and smaller polygons) or separate your overlapping polygons into distinct layers (by queries or separate base tables).
