If this is not a one time performance you consider using Vertical Mapper (VM). Even 
though VM is mostly raster GIS it has strong capabilities for returning output has 
vector. Height data manipulation and processing should be run from a raster GIS. If 
you are committet for vector GIS you can get nice contours returned at intervals you 
pick.

To follow up on my previous mail ...  

I guess what I need is a tool/product that puts a number of lines in between two known 
vector lines. i.e. puts 9 lines in between two known altitude lines with 100 hight 
meters between. The tool should incorporate weighting that secures that the modeled 
vector line resembles a true line more and more as it gets nearer and nearer to that 
known line.
