What is wrong with the MI Redistricting Tool. I have used it for just about
any kind of districting effort that you can imagine. Very nice for sales
territories, school redistricting, even political redistricting. I do a join
using the thematic map, doing the themes on count of points, which adds a
temporary field of the count to the boundary map.  Then you can district on
the sum of the count. It is a nice tool, there used to be a tutorial on the
MI web page, may still be there.
