AFAIK... If you would like to drape a raster image over a 3D map or a Prism Map, technically you are not draping the raster image over the 3D / Prism Map, however you can add the raster image to the Map Window before generating the 3D / Prism Map. This will produce a 3D / Prism Map with the raster image draped over it.
