I've had no problems whatsoever. 

I have WinZip 9.0SR1 installed, and can open the EXE and view its contents
without problem; and, of course, I can install the Proviewer78.exe by
double-clicking.

Maybe your download was damaged? The filesize I have is 38,907,904 bytes
