I would suggest using the contact information on the following website:

The cartographer contact info is at the bottom of the linked page "About the 
Atlas Project".  I am sure that they could provide the projection information 
in question.

Does anyone know which projection was use for the Historical Atlas of 
Canada (Matthews, Geoffrey J., Historical atlas of Canada, Toronto: 
University of Toronto Press , 1987-1990).

It's a conical or polyconical projection (not Lambert conformal conic) but 
I don't know which one...
