All, Thanks to those of you who replied to this one especially Brendan O'Donovan who hit the nail on the head. Brendan told me the following:
MapInfo cannot rotate raster images if an east west line on the raster image is rotated slightly as could happen in slightly sloppy scanning, MapInfo will rotate the vectors to compensate when the registered image is added to a mapper. Open the image in something like photoshop and rotate it so that an east west line on the image runs exactly horizontal on the screen. This east west being east west in the projection system to which you wish to register the image. Save the rotated image and then register it. My image was indeed rotated off north so I followed the suggestion and my problems disappeared, well one of them anyway! Thanks again.
