I'd look at the UN statistical board :

The number of 250 countries sounds quite large to my ears. There are about 
200 countries who are members of the UN. A number of 250 sounds rather 
like the list of countries and territories. The territories being mostly 
islands lying oversea. A list where the Canary Islands are included won't 
be a list of countries (they are part of Spain), but a list of countries 
and areas. 

This list links to about 230 countries and territories; I think that if 
you have as much as 250 entities, you may have kept older names in your 
list.

Maintaining these lists is always painful... I hope this help and would be 
glad to know whether some users have better sources of informations. 

NB : If you are working for Canada or otherwhere, you may rather want to 
use the official list used by your country's statistical board.

Does anyone know if there's a place where I can find informations about 
any 
new country or countries which have changed their name since 2000 (or 
1998)?

MI 7.0's world map (included with the cd) has 252 countries (and ESRI 
2000's base map has 250) and I need an up to date map.
