The Microsoft .Net framework <http://msdn.microsoft.com/netframework/downloads/updates/default.aspx> (sometimes called platform as well) is a command-line that comes with no cost. It includes the necessary tools like the compiler, debugger, etc. to develop complete solutions using even C# or VB.

Talking about money, what actually have a cost in the .Net world is if you want the support of an IDE (integrated development environment), that is, a visual interface to the compiler, used to design windows forms, controls and have tons of wizzards. But fortunatelly, there's a free alternative to the IDE provided by Microsoft, it's called Sharpdevelop <http://www.icsharpcode.net/OpenSource/SD/> implemented using the same .net framwork in C# and I have used it for some applications with very good results. It comes with a form designer, but lacks debugging capabilities. And for developing ASP.NET, I could tell you about the product called WebMatrix <http://www.asp.net/webmatrix/default.aspx?tabIndex=4&tabId=46> "ASP.NET Web Matrix is a community-supported, easy-to-use WYSIWYG application development tool for ASP.NET".

By the way, I come from VB6 and MB world and I really feel comfortable with C# instead of messy VB.net. I think C# has a cleaner style of coding. It's true that you'll find more articles writen in C# and a lot of people like me coming from VB is migrating to C#. But anyway, as Microsoft states: the decission is a question up to the developer as .net platform is language independent.
