Thanks all who responded. It proved that the problem is in DPI.
Unfortunately, the HP DesignJet 500PS driver doesn't allow to set DPI
manually, it only has 3 quality levels: fast (draft), normal (final) and
best (enhanced). In my case, setting only the draft option allows to
print, which is not satisfactory for quality reasons.

It was so simple. So what I did was:
1) In Layout view, I went into "Page Setup"
2) I clicked on "printer" in the page setup dialog box to choose "Adobe
PDF"
3) I clicked on "properties" for the Adobe PDF printer
4) I clicked on the "Layout" tab and clicked on the "Advanced..."
button.
5) In the Advanced... dialog box, under "Graphic," I changed the "Print
Quality" to 600 dpi.

My workaround was to save window as a bmp file and then saving the bmp
as a pdf. I would like to avoid this. I was fine printing to large
sized pdfs when I was on Mapinfo 7.5, Win 2000, and regular Adobe PDF
writer (ver 5, I think).
