Is it really TIGER that's weak or your addres parser? As I remember, SLC 
is laid out on a grid centered on the temple, so you get street names like 
"1st North St" and "5th East St." Sometimes numbers and directions in 
street names play merry hell with geocoders.

As far as data goes, GDT is probably the most complete source.
