Thanks all for your suggestions. I ended up doing it by thematic mapping, point density. I originally had point data but was able to aggregate it to polygons to theme by range. Thanks again to those who replied Christine

It is a tool that was built originally for crime point analysis but is being accepted more and more as a tool for a variety of commercial applications where point based data is required to be displayed in an aggregated form but not aligned to any boundary based aggregation.
