Valerie, As a possible cheap solution have a look at the HTML maps section in the MapInfo Professional User manual. If you had only a small number of location maps and say an overall map or database you could create an application with HTML that would link by address.
If you wanted to get more complicated you could use Perl, ASP or Java to create the search tool that opened the correct map.
