I used this package in graduate school to create the same types of maps you described in a Statistical Visualization course. It is not easy to use, and is probably fairly expensive, but it will do the job. Also, if your client is interested, there is a book called "Mental Maps" written about human perception of geography and these kinds of techniques by Peter Gould, one of my undergraduate professors at Penn State.
