Hi Julian: To bring an image into the layout window, I just open the image into a new window and get it to display as oppose to registering. Then, while in the layout window, I use the frame to place it wherever I want and how small or large of an image I need. (Also, while you have the image in the 'New Window' set the zoom of the image so that the image covers the whole window, not zoomed in or zoomed out. This will bring the image into your layout as it appears in the new window.)
