I had the demo version of the ScanSoft converter installed for a brief
period some time ago when doing some comparisons of various types of these
products.  I seem to remember that the ScanSoft converter displays a Zeon
DocuCom ID when it is doing its work. You can verify this yourself by
watching the progress boxes during a ScanSoft conversion, assuming you have
the demo installed (Scansoft will send you a link to a demo version if you
make an email request). 

If I am correct on this, then you might just want to go directly to Zeon.

They provide a print driver, full editing software and a developers kit.

I'll send a separate message directly to you with an attached Zeon PDF of a
simple map (it's too big to go to MI-L). You can decide for yourself whether
the quality is acceptable. This was printed directly from MI with PDF
settings of 600 dpi and lossless compression (the compression setting would
only apply to the bitmap logo in the upper left corner since the rest of the
map is vector).  I set the MI print options to maintain the original Window
size.  The MI Advanced print option output method was set to "Print using
Enhanced Metafile (EMF)... this was required to maintain the logo quality
which "Print Directly to Device" seemed to lose.

I did note that the latitude labels up the right side of the window were not
centered on the latitude graticle as was the case for the original MI map
window.

None of which answers your original question :) but the information may
help.
