I'm not sure if I understand what you want to do, but I used "Flexible Map"
(http://www.icsinger.de/flxmap_e.htm) to  transform (e.g. affine) vectors
and it worked well.

Hi

I have a panoramic photograph, a series of shots stiched together in Adobe
photoshop. I have had a request to have vectors (region boundaries, Mapinfo
files) registered over the panorama. I have MI 7.8, Discover 6.11 and ER
mapper 6.4. I am thinking of an affine coordinate system, but am profoundly
unsure as to whether it would work.  Comments or suggestions from anyone who
has done this (or even not done it !)  would be most welcome.
