First off, thank you to everyone who took the time to
respond.  I had five people respond right away, and I
went through each person's suggestion step by step. 
However, it was this morning when I came in and read
the 6th response from Bill Wemple that I finally
reached a solution that worked perfectly.  Below is
the method that one can use to successfully open a CAD
file without purchasing any other software.  Thank you
again to everyone who volunteered an idea, they were
all greatly appreciated.  :-)

If you can export or get these DWG files to DXF rel
13, you can use the
following instructions at this URL below to import
them into MI Pro 
using
Table>Import.
If you're going to be doing this repeatedly, when you
do the import, 
open
the MapBasic window and leave it open so you see the
exact syntax for
importing this layer written out for you as a script
command.  If all 
your
data uses same extents (in same area), then you can
copy this text out 
of
the MapBasic window and reuse it by replacing the DXF
filename you need 
to
do this import process "semi-automatically".
If you don't have AutoCAD to convert DWG files to DXF
rel 13 you can 
use
the already supplied Universal Translator (UT) with MI
Pro to convert 
the
DWG files to either TAB or MIF format (leave the
Projection button 
alone
for this), then re-translate the file back out to DXF
rel 13 format so 
you
can import it in the manner described at this URL
below.  You can 
select
and translate multiple files at once with the UT too.

** The doc at this URL May be a bit wordy, but
basically you're using 
an
existing map layer and its Projection to determine
extents where your 
CAD
files should go in that same projection.  Hopefully
the pictures help
explain the concept.
The Table>Import>DXF code is old, but it works fine
for DXF files in 
rel 13
and earlier.  It has been long superseded by the UT,
but the UT can't 
do
reprojections or transformations since its a stripped
down version of 
FME
translator from SAFE Software for use specifically
with MI Pro.  Using
Table>Import with DXF files is a way to get around CAD
transformation 
and
reprojections without having to buy any new tools or
other software.
