Not really... the users needs to place the symbol (cartographically avoiding 
other features)
and choose which side of the line, indicating which property has responsibility.
I am also assuming that this would need to be drawn vectors rather than a 
<difficult to place precisely>
symbol...?

I am guessing that this is a quirky British way of doing things - rather than 
universal...
unless you know different?
