The ogr2ogr utility can translate between a lot of file formats:

To translate from tab to shp do like this:
ogr2ogr -f "ESRI Shapefile" file.shp file.tab

I would like to convert tab files to shp files either
through MapBasic (part of an existing program) or via
the command line.
I have tried Jakob Lanstorp's TAB2SHP convertor, but
the zip file doesn't contain a TAB2SHP.exe file as it
should, nor can we access his download webpage on
www.lanstorp.com (appears to be offline).
If anyone knows of any software that can do this, I
would be grateful to hear back from you asap. Ideally,
I would like this program to operate simply as
possible, since it's only a small component of the
existing program and therefore I don't want to spend
to long trying to get it to function.
