Mike I'm not sure about the "full" version of FME, but for the UT (with MapInfo v6.5 - its version identifier is 20010330 - Build 480a), if there are no records in a MI table then you won't get any output file created.
I just confirmed this and the last two lines of the mutlog.txt file are: Translation was SUCCESSFUL (0 feature(s)/0 coordinate(s) output) FME Session Duration: 1.7 seconds My test was for input format .TAB and output format ESRI .SHP, with a table for which I deleted all records. It had 28 fields.
