Hi Graham (and other Listers) MapInfo offer a StreetPro Basic version of their New Zealand street product which includes layers such as national highways and main roads along with other supporting layers.
Cost for NZ is AUD$3,300 (inc.GST). It can also be purchased as North Island and South Island separately.
