Ian, I suspect that it may be something within the raster image that is causing the slowdown, rather than MapInfo.
I had a similar problem with a raster image when I used version 7.8. The image was a 2 Meg JPEG and took about one minute to open, rather than a few seconds as all others did. In the end, I opened the JPEG in Paintshop Pro, and saved it as a new JPEG file. Then the new image opened within a few seconds within MapInfo. I should add that I received the image from a third party who may have scanned the image or used another image program, and quite possibly that scanner software or image program does not create 100% accurate JPEG-definition files (and thus the slowdown in MapInfo). Hopefully this "save to a new JPEG" trick may work for you too!
