Sorry, my last reply was a bit flippant. Use the USGS website, and run the online calculator through your browser. It requires java installed on your system.
As declination is variable with time, you are asked by the applet to insert the date, as well as lat/lon and elevation. There are various models that may be used to calculate the declination.
