In COWI there are several environment specialist using the MapInfo add on 
Vertical Mapper (VM) from MapInfo Corp to handle DEM. And they are very happy 
with the tool. Also you could check out Engage3D from Encome. Engage3D has a 
lot a vector 3D stuff that Vertical Mapper does not have. Vertical Mapper is 
only raster.
 
As a distributor of both in Denmark I should be care full what I say, but I 
think that VM is the best for DEM since the 3D vector interaction in Enage3D is 
limited and you normally want a DEM to be handlen in a raster format. Enage3D 
also handles 2½ D raster in a surface module, but I do not know much about this.
 
There are also other product available like Grid Analyser for MapInfo. If you 
want to fly around in a VM raster I have made a small tool for this call MI3D, 
you can get it from the ancient site http://www.lanstorp.com
