Hello Dale, ... and I think I'm right in saying that it would have to be an ArcEditor or ArcInfo licence as ArcView cannot be used to create personal GeoDatabases.

To write to Personal Geodatabase you'll need to get the FME ESRI Edition AND you'll have to have some kind of ArcGIS license on your computer as well.
