I'm not sure if some mail server hasn't mangled the url included in your
mail, but the version is wrong. The below url will return a capabilities
document.
http://www.mapinfo.com/miwms?SERVICE=WMS&REQUEST=GetCapabilities&VERSION=1.1.1
The WMS urls are supposed to be case insensitive wrt. arguments, but
I've met several servers that were indeed case sensitive, which I find
to be non-compliance. MapInfo's server seems to belong to that category,
unfortunately.
