Thanks for all your comments.  It seems that the Oracle licencing is about
as clear as ever.  This Spatial vs Locator issue is hard to get a
definative answer, especially in Australia, and it seems that Oracle are
still juggling what it will include in the Express version anyway.

My understanding is that although you have to pay for the "Spatial"
licence, they provide the "Locator" with the standard licences.  "Locator"
allows you to store the data in Oracle and do a fair bit with it in the
database, but is missing some critical functiosn that would allow you to
use Oracle Spatial as a GIS server (creating objects etc).

However, if you want to use it as a data storage medium, then locator is
quite adequate.  Thus if you are using MapInfo as the GIS, Locator will
fulfill most needs.

I am interested in using Oracle for data storage for my applications as an
alternative to Access, and as an option to MSDE/ Spatialware to my
Microsoft phobic clients.

Does anyone have contacts into Oracle that can give a more definative answer.
