Brian,
ProportionOverlap is still supportoed, at least in version 8.0, and I can't
imaging that it isn't there in version 7.
Select ProportionOverlap(PROPERTY.OBJ, TOWNPLAN.OBJ)
From PROPERTY, TOWNPLAN
Where PROPERTY.OBJ Intersects TOWNPLAN.OBJ
But you could also consider using either AreaOverlap() or Overlap() to
calculate the actual size of the overlapping area:
Select CartesianArea(Overlap(PROPERTY.OBJ, TOWNPLAN.OBJ), "sq m")
"AREA_OVERLAP_SQ_M"
From PROPERTY, TOWNPLAN
Where PROPERTY.OBJ Intersects TOWNPLAN.OBJ
I would prefer Overlap as this function in combination with CartesianArea()
will let you specify the area unit.

Subject: [MI-L] Proportional overlap function
This function was available in Version 4 and 5, but does not appear to be in
version 7 or 8, is there a procedure that will allow me to establish the
overlap between polygons?
