This is something you could do with our Geographic Transformer software. The Transformer is a powerful utility for referencing, reprojecting, tiling and mosaicking raster imagery. Not to be confused with the more limited extension we have available for MapInfo Professional

The fourth row is the y-pixel resolution. The negative sign indicates that the image y-axis is positive down which is the opposite from real world coordinates.
