I would recommend Mapserver over MapXtreme

   http://mapserver.gis.umn.edu/

I tested it head to head with MapXtreme and ArcIMS about 6 years ago,
picked Mapserver, and never looked back. Mapserver is open source, it
is very fast, it has a fantastic support base.
