[MI-L] Custom Symbols

Is it possible to place custom symbols in a shared location? The options during installation by the creation of a MODE.INI file are:
 

Code Description Location

1 per user, roaming <Current User>\Application Data

2 per user, not roaming <Current User>\Local Settings\Application Data

3 per machine <All Users>\Application Data

4 program directory <Install Dir>

 
Also can such a setting only be determined during installation and not through a system preference setting following installation?
