Thanks to the several people who responded!  My problem was that UT didn’t list DGN, but as David suggested it is under “Intergraph/Microstation Design!”

Have you tried Universal Translator?  Note that in the drop down list of supported formats, "DGN" is not listed as a file type, but rather as "Intergraph/Microstation Design".
