Firstly, thank you to the many of you who replied with very thoughtful and insightful suggestions.  This list is a great resource and I appreciate the support offered.
 
Unfortunately, as many of you have mentioned, this is not a new issue and one that there doesn't seem to be an easy fix for.  It was somewhat comforting to know that others had experienced the same pain but disappointing that it seems to have been around for quite a while and not been resolved in newer releases of MI Pro!!!
 
I'll run through some of the attempted solutions and the results obtained.
 
1.  Converting Layout to JPG and then printing the JPG as a PDF through MapInfo or other picture viewing software.
This seemed to offer some hope but after trying various resolutions of JPG, the PDF results coming from them all had severe shadowing around the region outlines, text, etc.  The JPG was opened in MapInfo and also other picture viewing tools with no acceptable result.
 
2.  Thinning the region objects.
Using the Snap/Thin functionality from the Objects menu, the region objects were thinned but the hairlines still appeared, albeit more of them and in different places than before.  This would seem to indicate some change was effected but not a solution.  Perhaps with more trialing, this may lead to a more positive outcome.
 
3.  Pattern/Fill colours.
Trialed a number of options with patterns and fill colours.  The colours being used in the thematic that was the initial source of the problem were all solid fills and various colours chosen from the standard MapInfo palette.  Of interest here was that when the 2 particular region shadings that were displaying the hairlines were changed to solid fill and a colour from the top line of the MapInfo colour palette, the hairlines went away.  This offers some solution but severely restricts the colour choices available.
 
4.  Converting to JPG and then using Adobe Acrobat Professional to convert to PDF (The Winner).
Using 300dpi or 600dpi JPG files produced from the Layout in MapInfo, the resulting PDF created by using the "Create PDF from file" option in Adobe Acrobat Professional V6.0 seemed to be more than acceptable (much different result to using MI Pro or other viewing software and printing the JPG as a PDF).  This seems to be the most effective solution as we can retain the colours preferred by the client and gain acceptable PDF results.  The only hiccup we found using this method was that we had the perimeter of the regions marked in a mid-grey line.  This didn't translate acceptably to the PDF so we needed to bump the outline up to either a dark grey or black.
 
 
Again, thanks to everybody that responded and I hope the summary above is clear enough to make sense of.
 
Should I get any response from the inquiry posed through MapInfo's technical support arm that has any merit, I will be sure to post it.  Same goes for any other positive results that might come from further experimentation.
