You say 'does nothing' - for how long?
My guess is that some tab file to which there is a reference in the work space has been deleted, moved, or is on a network disk no longer available.
Then MapInfo can take a very long time to browse through all given tab file directories and subdirectories for the missing file.
During this process, no feedback is given so it appears to be frozen.
Eventually MapInfo will give up and present the user with a file selection dialog where the user can, if at all possible, re-direct the workspace to the missing tab file.
